Pre-tax benefits have specific annual contribution limits set by the IRS that are updated annually.
For 2025, the limits are:
- Health Savings Account: $4,300 individual, $8,550 family
- Health FSA: $3,300
- Limited Purpose FSA: $3,300
- Dependent Care FSA: $5,000 joint/$2,500 separate
- Commuter: $325/month each for transit and parking
Why?
The IRS sets these limits to ensure fair use of tax advantages while preventing excessive tax sheltering.
These limits apply to all funds you contribute directly to your pre-tax benefits.
Common Questions
Can I change my elections mid-year?
Health Savings Account and Commuter benefit elections can be changed anytime.
Changing an FSA election outside of the open enrollment period requires a qualifying life event, such as marriage, divorce, or the birth of a child.
What if my employer contributes too?
For Health Savings Account, Dependent Care FSAs, or Commuter benefits, employer contributions count towards the annual limit. Total employee and employer contributions cannot exceed the annual limit.
For Health or Limited Purpose FSAs, employer contributions do not count towards the annual limit.
Do carry over funds count towards the annual limit?
No, rollover or carry over funds from the prior plan year do not count towards the annual limit.
What happens if I over-contribute?
If you contribute more than the annual limit, these are generally considered "excess contributions" and will need to be corrected before tax filing deadlines. If they are not corrected, they may be subject to taxes and penalties.
